Jr. NCBCD By-Laws
ARTICLE 1: NAME AND ASSOCIATION
Section 1. The name of this association shall be the Junior North Carolina Baptist Conference of the Deaf (hereafter referred to as JR. NCBCD).
Section 2. JR. NCBCD shall cooperate with the North Carolina Baptist Conference of the Deaf (hereafter referred to as NCBCD) as its auxiliary.
ARTICLE II: PURPOSE
The JR. NCBCD is a non-profit association for the following purposes:
- To cooperate in carrying forward the cause of Christ among deaf young people in obedience of the Great Commission (Mathew 28: 19-20) with respect by personal witnessing, evangelism, and discipleship.
- To provide opportunities for the deaf young people to gain practical training to become tomorrow’s leaders within the NCBCD and the Southern Baptist Convention of the Deaf (hereafter referred to as SBCD).
- To provide opportunities for the inspirational worship experience.
- To provide an understanding of the deaf awareness and of the needs of deaf young people to the community at large.
ARTICLE III: MEMBERS/MESSENGERS
The membership of the JR. NCBCD shall de deaf young people between the ages of 13-25 who are Active members of the Southern Baptist churches in North Carolina. They shall have voting privileges. All others shall be recognized as visitors with non-voting privileges.
ARTICLE IV: MEETING
The JR. NCBCD shall meet annually in conjunction with NCBCD.
ARTICLE V: OFFICERS
1. The officers of the JR. NCBCD shall be mature deaf young people who are duty elected messengers to the Conference in which they are elected. They are to be of sound Christian character showing leadership abilities: must be actively involved in his/her local church, be faithful, and set a good example to others.
2. TERMS OF OFFICE: Officers shall serve from the close of the annual conference in which they are elected until close of the next conference. No officer shall serve more than two (2) consecutive terms in the same office. However, they may be elected to another office at the end of their terms of office. No officer may hold more than one (1) office at a time.
3. ELECTION: Officers shall be elected during the regular business meeting. Nominations for the officers shall be made in two (2) ways:
(1) The Nominating Committee shall present its nominations prior to the election of the officers.
(2) Nominations may also be made from the floor. Elections shall be by majority vote. If no candidate
receives a majority, a run-off election shall be held between the two (2) candidates with the most
votes.
ARTICLE VI: DUTIES OF OFFICERS
A: PRESIDENT:
- Shall preside at regular and called business meetings.
- Shall preside over the meetings as needed.
- Shall call special business meetings as needed.
- Shall appoint chairperson of all Standing and Special committees.
- Shall serve as ex-officio member of all JR. NCBCD committees.
- Should have basic knowledge of Parliamentary law and the NCBCD Constitution and By-Laws.
- Shall appoint a parliamentarian.
- Shall coordinate efforts of the JR. NCBCD officers.
- Shall invite the conference speaker(s).
- Shall supply JR. NCBCD information and news of interest to the editor of the publication for the North Carolina Baptist Deaf Newsletter with a NCBCD’s special issue once a year.
B: VICE-PRESIDENT:
- Shall preside over the annual conference in the absence of the President.
- Shall assist the President in organizing the program.
- Shall become President if the President resigns or is unable to perform.
- Is member of the JR. NCBCD Executive Committee.
C: SECRETARY:
- Shall keep record of minutes of the annual conference business meetings.
- Shall keep record of minutes of the Executive Committee.
- Shall keep record of those attending the annual conference.
- Shall distribute copies of the minutes at the annual conference business meetings.
- Is member of the JR. NCBCD Executive Committee.
ARTICLE VII: ADVISORS
A. MEMBERS: The Advisors shall consist of three (3) adults of sound Christian character, mature with proven leadership abilities.
B. DUTIES:
- Shall observe and supervise any kind of activities and the annual conference.
- Shall meet and advise with the Executive Committee of the JR. NCBCD with program planning.
- Shall provide support and advise as needed.
- Shall be involved in the nominating committee of JR. NCBCD officers. He/she shall contact the deaf leader or deaf ministry director as to the young deaf person’s involvement in local church ministry for recommendations to the nominating committee.
C. APPOINTMENT: They shall be appointed by the NCBCD Executive Board.
ARTICLE VIII: THE ORDER OF BUSINESS
The order of business should follow this pattern:
- Brief devotion and prayer
- Roll call by category:
- Deaf
- Hearing
- Visitors
- Reading of the Minutes
- Unfinished (Old) Business
- New Business
- Steering (Motions)
- Time, Place and Conference Speaker
- Nominations (Elections)
ARTICLE IX: AMENDMENTS
Amendments to the By-Laws must be approved by a majority vote of the JR. NCBCD messengers present at the regular annual conference business meeting. After approval such amendments must be presented to and approved by the NCBCD messengers.
1. Should a vacancy occur before the next election, the NCBCD Executive Committee shall hold a special meeting with an Advisor to appoint someone to fill the vacancy with the exception of the President.
2. Should the President leave the office before the next election, the Vice-President if the person accepts the position; however, if the person does not accept, then the NCBCD Executive Board with an Advisor shall appoint someone to fill the vacancy of the Vice-President.
